Professor Chapman joined the Maine Law faculty in Fall 2023 after being a member of the adjunct faculty since 2005. He teaches courses in Criminal Procedure, Criminal Law and Trial Practice.
Before retiring from the active practice of law in 2019, Professor Chapman worked as an Assistant United States Attorney for the District of Maine for more than 30 years. He served as Chief of the Criminal Division from 2002 until 2019. As a federal prosecutor, Professor Chapman tried a wide variety of criminal cases, particularly in the areas of drug trafficking, violent crime and firearms. As Criminal Chief, Professor Chapman oversaw the prosecution of all federal criminal cases in Maine and supervised the trial practice of all the prosecutors in the office. He currently serves as Consultant to the Advisory Committee on the Maine Rules of Evidence.
